Kato Paphos-Coral Bay Coastal Road Study Under Review as Expropriations Face Delays

The Kato Paphos-Coral Bay coastal road viability study has been completed and is now undergoing official review according to DISY Pazaros, a parliament member from the House Transport, Communications and Works Committee. The study was submitted to the Directorate General for Development on September 16, marking the formal start of the evaluation phase. Pazaros emphasized that while the project remains on track despite earlier delays, the subsequent step involving land expropriations could push back the original mid-2027 deadline significantly.

The coastal route has lain dormant for over three decades awaiting approval. After the Environmental Authority issued a reasoned conclusion in 2022, the project moved into preparatory stages. A tender for design services to extend Tombs of the Kings Avenue toward Peyia and Coral Bay was launched in 2023, followed by Transport Ministry meetings in 2024 that signaled movement toward implementation. By 2025, departmental officials reported advancement and announced plans to open tender invitations in 2026. However, the Fiscal Responsibility and Budgetary Framework Law amendment passed in early 2026 tightened viability assessments required before any public investment enters the state budget.

MP Pazaros defended the ongoing process, calling the procedural changes necessary because taxpayer money must be allocated transparently and responsibly. He stressed that ending decades of inaction matters more than rushing through decisions. Although the project advances, the land acquisition phase faces uncertainty due to extended expropriation timelines. The parliamentary member expressed optimism that recent momentum will finally deliver the long-awaited coastal road.
